X-Raying Clean Industrial Deal State Aid Framework (CISAF) after its adoption
The European Union has adopted the Clean Industrial State Aid Framework (CISAF), a key component of its ambitious Clean Industrial Deal, to accelerate the decarbonization and bolster the competitiveness of EU industry.
The new framework, which replaces the temporary provisions of the Temporary Crisis and Transition Framework (TCTF) and will run until the end of 2030, aims to mobilize massive green investments, primarily from private sources, by simplifying and fast-tracking state aid rules.
The CISAF, adopted by the European Commission on June 25, 2025, streamlines support in five key areas:
- The rollout of renewables and low-carbon fuels,
- Temporary electricity price relief for energy-intensive users,
- Decarbonization of existing facilities,
- Development of clean tech manufacturing, and
- De-risking private investments.
The adopted framework is seen as a legal revolution due to its presumption-based compatibility assessments. However, critics suggest it may be "too little, too late" to compete with global subsidy races, and concerns remain about its uneven implementation across member states, its complexity, and a lack of direct EU funding.
